This paper considers the place of reasons in the metaphysics of epistemic normativity and defends a middle ground between two popular extremes in the literature. Against members of the ‘reasons first’ movement, we argue that reasons are not the sole fundamental constituents of epistemic normativity. We suggest instead that the virtue-theoretic property of competence is the key building block. To support this approach, we note that reasons must be possessed to play a role in the analysis of central epistemically normative (...) properties, and argue that the relation of possession must be analyzed in terms of competence. But while we diverge with reasons-firsters on this score, we also distance ourselves from those who deny reasons any important role in epistemology. For we maintain that possessed reasons do help to ground deontic facts in the epistemic domain (e.g., facts about what one epistemically ought to believe, may believe, or is justified in believing). Indeed, we present an argument that the possession of sufficient epistemic reasons is necessary and sufficient for propositional justification, and that proper basing on such reasons yields doxastic justification. But since possession and proper basing are themselves grounded in competence, reasons are not the end of the explanatory road: competence enables them to do their work, putting them—and us—in the middle. Computational models have shown how polarisation can rise among deliberating agents as they approximate epistemic rationality. This paper provides further support for the thesis that polarisation can rise under condition of epistemic rationality, but it does not depend on limitations that extant models rely on, such as memory restrictions or biased evaluation of other agents’ testimony. Instead, deliberation is modelled through agents’ purposeful introduction of arguments and their rational reactions to introductions of others. This process induces polarisation dynamics on its (...) own. A second result is that the effect size of polarisation dynamics correlates with particular types of argumentative behaviour. Polarisation effects can be soothed when agents take into account the opinions of others as premises, and they are amplified as agents fortify their own beliefs. These results underpin the relevance of argumentation as a factor in social-epistemic processes and indicate that rising issue polarisation is not a reliable indicator of epistemic shortcomings. Many philosophers, following Williamson (The Philosophical Review 105(4): 489–523, 1996), Williamson (Knowledge and its Limits, Oxford, Oxford Univer- sity Press, 2000), subscribe to the constitutive rule account of assertion (CRAA). They hold that the activity of asserting is constituted by a single constitutive rule of assertion. However, in recent work, Maitra (in: Brown & Cappelen (ed). Assertion: new philosophical essays, Oxford, Oxford University Press, 2011), Johnson (Acta Analytica 33(1): 51–67, 2018), and Kelp and Simion (Synthese 197(1): 125–137, 2020a), Kelp and (...) Simion (in: Goldberg (ed) The Oxford Handbook of Assertion, Oxford, Oxford University Press, 2020b) aim to show that, for all the most popular versions of the constitutive rule of assertion proposed in the literature, asserting is not an activity constituted by a single constitutive rule and that therefore CRAA is very likely false. To reach this conclusion, they all present a version of what can be dubbed the engagement condition objection. That is, they each propose a necessary condition on engaging in rule-constituted activities. Then they argue that, for all the most popular versions of the constitutive rule of assertion proposed in the literature, one can make assertions without satisfying this condition. In response, I present a counterexample that shows that the proposed engagement conditions lead to coun- terintuitive results, and I propose an alternative that better captures our intuitions. Then I argue that this alternative engagement condition is compatible with all the most popular versions of the constitutive rule of assertion. (shrink)

Bilattices, introduced by Ginsberg as a uniform framework for inference in artificial intelligence, are algebraic structures that proved useful in many fields. In recent years, Arieli and Avron developed a logical system based on a class of bilattice-based matrices, called logical bilattices, and provided a Gentzen-style calculus for it. This logic is essentially an expansion of the well-known Belnap–Dunn four-valued logic to the standard language of bilattices. Our aim is to study Arieli and Avron’s logic from the perspective of abstract (...) algebraic logic . We introduce a Hilbert-style axiomatization in order to investigate the properties of the algebraic models of this logic, proving that every formula can be reduced to an equivalent normal form and that our axiomatization is complete w.r.t. Arieli and Avron’s semantics. In this way, we are able to classify this logic according to the criteria of AAL. We show, for instance, that it is non-protoalgebraic and non-self-extensional. We also characterize its Tarski congruence and the class of algebraic reducts of its reduced generalized models, which in the general theory of AAL is usually taken to be the algebraic counterpart of a sentential logic. This class turns out to be the variety generated by the smallest non-trivial bilattice, which is strictly contained in the class of algebraic reducts of logical bilattices. On the other hand, we prove that the class of algebraic reducts of reduced models of our logic is strictly included in the class of algebraic reducts of its reduced generalized models. Another interesting result obtained is that, as happens with some implicationless fragments of well-known logics, we can associate with our logic a Gentzen calculus which is algebraizable in the sense of Rebagliato and Verdú . We also prove some purely algebraic results concerning bilattices, for instance that the variety of distributive bilattices is generated by the smallest non-trivial bilattice. This result is based on an improvement of a theorem by Avron stating that every bounded interlaced bilattice is isomorphic to a certain product of two bounded lattices. Precision medicine and molecular systems medicine (MSM) are highly utilized and successful approaches to improve understanding, diagnosis, and treatment of many diseases from bench-to-bedside. Especially in the COVID-19 pandemic, molecular techniques and biotechnological innovation have proven to be of utmost importance for rapid developments in disease diagnostics and treatment, including DNA and RNA sequencing technology, treatment with drugs and natural products and vaccine development. The COVID-19 crisis, however, has also demonstrated the need for systemic thinking and transdisciplinarity and the limits (...) of MSM: the neglect of the bio-psycho-social systemic nature of humans and their context as the object of individual therapeutic and population-oriented interventions. COVID-19 illustrates how a medical problem requires a transdisciplinary approach in epidemiology, pathology, internal medicine, public health, environmental medicine, and socio-economic modeling. Regarding the need for conceptual integration of these different kinds of knowledge we suggest the application of general system theory (GST). This approach endorses an organism-centered view on health and disease, which according to Ludwig von Bertalanffy who was the founder of GST, we call Organismal Systems Medicine (OSM). We argue that systems science offers wider applications in the field of pathology and can contribute to an integrative systems medicine by (i) integration of evidence across functional and structural differentially scaled subsystems, (ii) conceptualization of complex multilevel systems, and (iii) suggesting mechanisms and non-linear relationships underlying the observed phenomena. We underline these points with a proposal on multi-level systems pathology including neurophysiology, endocrinology, immune system, genetics, and general metabolism. An integration of these areas is necessary to understand excess mortality rates and polypharmacological treatments. In the pandemic era this multi-level systems pathology is most important to assess potential vaccines, their effectiveness, short-, and long-time adverse effects. We further argue that these conceptual frameworks are not only valid in the COVID-19 era but also important to be integrated in a medicinal curriculum. (shrink)

In a previous work we studied, from the perspective ofAlgebraic Logic, the implicationless fragment of a logic introduced by O. Arieli and A. Avron using a class of bilattice-based logical matrices called logical bilattices. Here we complete this study by considering the Arieli-Avron logic in the full language, obtained by adding two implication connectives to the standard bilattice language. We prove that this logic is algebraizable and investigate its algebraic models, which turn out to be distributive bilattices with additional implication (...) operations. We axiomatize and state several results on these new classes of algebras, in particular representation theorems analogue to the well-known one for interlaced bilattices. (shrink)

Social entrepreneurship is usually understood as an economic activity which focuses at social values, goals, and investments that generates surpluses for social entrepreneurs as individuals, groups, and startups who are working for the benefit of communities, instead of strictly focusing mainly at the financial profit, economic values, and the benefit generated for shareholders or owners. Social entrepreneurship combines the production of goods, services, and knowledge in order to achieve both social and economic goals and allow for solidarity building. From a (...) broader perspective, entities that are focused on social entrepreneurship are identified as parts of the social and solidarity economy. These are, for example, social enterprises, cooperatives, mutual organizations, self-help groups, charities, unions, fair trade companies, community enterprises, and time banks. Social innovation is a key element of social entrepreneurship. Social innovation is usually understood as new strategies, concepts, products, services, and organizational forms that allow for the satisfaction of needs. Such innovations are created in particular in the contact areas of various sectors of the social system. For example, these are spaces between the public sector, the private sector, and civil society. This paper is about what we call Deontically-flavored Nominal Constructions (DNCs) in English, such as "No ice cream" or "Dogs on leash only". DNCs are often perceived as commands and have been argued to be a type of non-canonical imperative, much like root infinitives in German or Russian. We argue instead that DNCs at their core are declaratives that cite a rule but can be used performatively in the right context. We propose that DNCs contain an elided deontic modal, i.e., (...) allowed, whose presence explains their distributional restrictions and interpretational properties. Among other things, we speculate on the licensing conditions of DNCs (the presence of 'only' or the negative determiner 'no'), suggesting that these are tied to the properties of discourses in which rules can be used naturally. Recently, Jennifer Saul (“Racial Figleaves, the Shifting Boundaries of the Permissible, and the Rise of Donald Trump”, 2017; “Racist and Sexist Figleaves”, 2021) has explored the use of what she calls “figleaves” in the discourse on race and gender. Following Saul, a figleaf is an utterance that, for some portion of the audience, blocks the conclusion that some other utterance, R, or the person who uttered R is racist or sexist. Such racial and gender figleaves are pernicious, says Saul, because, (...) among other things, they can shift the boundaries of what is deemed acceptable to think or say. This paper expands on Saul’s picture in a threefold way: It is first argued that appeals to statistics can function as figleaves. It is then argued that—as far as figleaves go—there is reason to believe that statistics-as-figleaves are especially pernicious. Finally, the paper explores some strategies for counterspeech. As the world population is rapidly aging, stakeholders must address the care of the elderly with great concern. Also, loss of dignity is often associated with aging due to dementia, mobility problems and diminished functional autonomy. However, dignity is a polysemic term that is deemed useless by some ethicists. To counter this claim, we propose four concepts to define it better and make use accurately of this notion. These are human dignity, dignity of identity, dignities of excellence and attributed dignities. (...) Finally, we explain the importance of solicitude and human dignity in the care of the elderly. People partaking in a conversation can add to the common ground of said conversation by performing different speech acts. That is, they can influence which propositions are presumed to be shared among them. In this paper, I am going to apply the common ground framework to the phenomenon of epistemic injustice. In doing so, I am going to focus on two kindsof speech acts: making assertions and asking certain kinds of questions. And I am going to look at three varieties (...) of epistemic injustice: testimonial injustice, inquiring injus-tice and interpretative injustice.I am going to argue that what all these varieties of epistemic injustice have in common is that they unfairly inhibit the speaker’s ability to add to the common ground in the way intended by her. This in turn negatively affects which con-versational roles a speaker can play in a given conversation. Based on these results, I am going to end by looking at some of the harms that epistemic injustice inflicts upon its victims. (shrink)

In this paper, I spell out a new challenge for epistemic internalism that emerges out of the current debate on testimonial justification. Based on recent developments within this debate, one might argue as follows: Epistemic internalism can’t account for the justification of our testimony-based beliefs, because (1) we should conceive of testimonial justification along anti-reductionist lines and (2) anti-reductionism is incompatible with epistemic internalism. In response to this challenge, I show that, despite initial appearances, epistemic internalism and anti-reductionism are compatible (...) after all. Therefore, being an anti-reductionist with regard to testimonial justification doesn’t force one to reject epistemic internalism. In order to argue for this result, I will make use of resources provided by speech act theory. (shrink)

Under which conditions are we epistemically justied to believe that what other people tell us is true? Traditionally, the answer has either been reductionist or anti-reductionist: Either our justication reduces to non-testimonial reasons, or we have a presumptive, though defeasible, right to believe what we are told. However, different cases pull in different directions. Intuitively, someone asking for the time is subject to different epistemic standards than a surgeon consulting a colleague before a dangerous operation. Following this line of thought, (...) this paper develops an account of testimonial justication that captures our reductionist as well as our anti-reductionist intuitions. It is argued that the speaker’s commitment to an epistemic norm, as well as the hearer’s understanding of that norm, gives the hearer a presumptive right to believe what she is told. However, this justication doesn’t apply to situations with high practical risks. Here, the hearer needs reductive reasons to believe that her interlocutor is especially qualied to give her the desired information. (shrink)

Definition of the problem The umbrella term “explicability” refers to the reduction of opacity of artificial intelligence (AI) systems. These efforts are challenging for medical AI applications because higher accuracy often comes at the cost of increased opacity. This entails ethical tensions because physicians and patients desire to trace how results are produced without compromising the performance of AI systems. The centrality of explicability within the informed consent process for medical AI systems compels an ethical reflection on the trade-offs. Which (...) levels of explicability are needed to obtain informed consent when utilizing medical AI? Arguments We proceed in five steps: First, we map the terms commonly associated with explicability as described in the ethics and computer science literature, i.e., disclosure, intelligibility, interpretability, and explainability. Second, we conduct a conceptual analysis of the ethical requirements for explicability when it comes to informed consent. Third, we distinguish hurdles for explicability in terms of epistemic and explanatory opacity. Fourth, this then allows to conclude the level of explicability physicians must reach and what patients can expect. In a final step, we show how the identified levels of explicability can technically be met from the perspective of computer science. Throughout our work, we take diagnostic AI systems in radiology as an example. Conclusion We determined four levels of explicability that need to be distinguished for ethically defensible informed consent processes and showed how developers of medical AI can technically meet these requirements. Rollback arguments focus on long sequences of actions with identical initial conditions in order to explicate the luck problem that indeterminism poses for libertarian free will theories (i.e. the problem that indeterministic actions appear arbitrary in a free-will undermining way). In this paper, I propose a rollback argument for probability incompatibilism, i.e. for the thesis that free will is incompatible with all world-states being governed by objective probabilities. Other than the most prominently discussed rollback arguments, this argument explicitly focusses on (...) the ability to act otherwise. It argues that the negligible probability of the relative frequencies in overall rollback patterns being relevantly different indicates that even the ability to act otherwise with regard to individual actions is not free-will enabling. My proposed argument provides probability incompatibilists with a tool to argue against a classical event-causal response to the luck problem, while it can still motivate an agent-causal response to it. Nous mettons cette conception de la neutralité axiologique à l'épreuve, notamment parce qu'elle ne permet pas d'expliquer 1) l'importance d'un enseignement diversifié, 2) l'importance, pour les personnes subissant une influence illégitime, d'avoir des recours institutionnels, et 3) l'importance qui devrait être accordée par l'Université à l'autonomie des étudiant-e-s. Pour ces raisons, nous proposons plutôt d'interpréter la neutralité axiologique comme une exigence institutionnelle, (...) exigence compatible avec une certaine tradition de la liberté académique. The connection between leadership style, on the one hand, policing and perception of corruption, on the other hand, has received little attention in the literature on leadership theory and organizational processes. Hence, the aim of this study is to examine the relationship between transformational leadership and perception of corruption within the police institution, especially in this instance, the Nigeria Police Force. Based on a sampling process of cross sectional approach, the data were collected by administering questionnaires on 156 respondents in (...) Alausa police district in Lagos State. The descriptive result shows that while transformational leadership is practiced in the Nigeria Police Force, the perceived level of corruption remains high. Though in varying degree, the results indicate a positive correlation between the attributes of transformational leadership (charisma, individualized consideration and intellectual stimulation) and the dimensions of corruption. While charisma consistently has a positive influence on the facets of corruption, individualized consideration and charisma influence the dimension of transparency within the police force. In addition, individualized consideration influences the facet of crime. Thus, transformational leadership seems to play an important, but complex role in the reduction of corrupt practices within the police institution. The findings were discussed in the specific contexts of transformational leadership theory, organizational practices and police corruption. The practical implications for organizational development, police reform and crusade against police deviances were also underscored. (shrink)

Nuestro propósito es repensar una filosofía de la educación que pueda responder a los nuevos desafíos del siglo XXI, donde la tecnología está dejando improntas casi insuperables. In his Critique of Judgment (1790) Kant develops a teleology of nature. The concept of natural purpose leads him to the problem of the antinomy of teleological judgment. However, some ambiguity about what is said in the paragraphs concerned has frequently caused difficulties for the understanding of one of the core parts of the 3rd Critique. I argue that a coherent reading of §§69-71can nevertheless be achieved. In order to critically review and complete previous research I will primarily be focusing (...) on those passages which are notorious for their lack of clarity. The main problems regarding the interpretation of the antinomy’s identity can be solved. The results of this paper speak in favour of the currently prevailing view that holds the antinomy to be a genuine contradiction between two regulative principles. (shrink)

In contrast, ascriptive transparency says that self-ascriptions of belief, e.g., “I believe it will rain”, can be warranted by such observation. We first show that the thesis of doxastic (...) transparency is ill-motivated and then offer a non-epistemic interpretation of ascriptive transparency by reference to the theory of explicit expressive acts: “I think it will rain” requires attendance to the weather because the utterance expresses a belief about the weather, not about ourselves. Following media-theoretical studies that have characterized digitization as a process of all-encompassing cybernetization, this paper will examine the timely and critical potential of Günther Anders’s oeuvre vis-à-vis the ever-increasing power of cybernetic devices and networks. Anders has witnessed and negotiated the process of cybernetization from its very beginning, having criticized its tendency to automate and expand, as well as its circular logic and ‘integral power’, including disruptive consequences for the constitution of the political and the social. In this vein, Anders’s (...) works, particularly his magnum opus Die Antiquiertheit des Menschen [The Obsolescence of Man], sheds new light on the technologically organized milieus of the contemporary digital regime and also highlights a new form of cybernetic ‘conformism’. The goal of the essay is therefore, not only to emphasize the contemporary nature of Anders’s thought but also to use it to frame a critique of current neo-technocratic and, ultimately, post-political concepts, such as ‘algorithmic regulation’, ‘smart states’, ‘direct technocracy’, and ‘government as platform’. This essay argues that cybernetic capitalism is causing what Anders terms ‘ Unfestgelegtheit’ to disappear; that is, we are losing the originary possibility of technologically structuring our world in alternative ways, particularly given the determinist character of current technologies. An obvious tendency in the nature of modern development is the overpowering influence of Westernization. We now live in the midst of a technocracy being monitored by the west. This has been given a psychological anchorage that, in nation like Nigeria, our policy for development seems to be undermining the potential in our culture and tradition. We have tacitly accepted a separation of Tradition and Modernity. Thus, our leaders with serious tenacity embrace globalization, deregulation, privatization and readily ponder to western (...) recommendation. Meanwhile, there is a pervading menace of unproductive corruption prebandalism, financial recklessness, crass materialism, uncritical adoption of foreign paradigm and trivialization of indigenous initiatives. It is pertinent to note that development has a cultural basis, its pattern is motivated by reality within a given culture. It does not thrive on holistic import of artifacts across cultural latitude without prior look into the expediency and workability of such. With reference to Africa, development pattern must ensue from the people’s experience and integrated to the global network in pragmatic nature. It is not transferred technology nor a consumer’s economy. It is not attainable at the undermining of indigenous initiative and the strong ethos that define our brotherhood. So, a thorough hermeneutic of development in Africa must pay crucial attention to the cultural imperatives, the ethos and perception of development as an organic whole, not an absolute concentration on the technical and the economical. From a socio-theoretical and media-theoretical perspective, this article analyses exemplary practices and structural characteristics of contemporary digital political campaigning to illustrate a transformation of the public sphere through the platform economy. The article first examines Cambridge Analytica and reconstructs its operational procedure, which, far from involving exceptionally new digital campaign practices, turns out to be quite standard. It then evaluates the role of Facebook as an enabling ‘affective infrastructure’, technologically orchestrating processes of political opinion-formation. Of special concern are various tactics (...) of ‘feedback propaganda’ and algorithmic-based user engagement that reflect, at a more theoretical level, the merging of surveillance-capitalist commercialization with a cybernetic logic of communication. The article proposes that this techno-economic dynamic reflects a continuation of the structural transformation of the public sphere. What Jürgen Habermas had analysed in terms of an economic fabrication of the public sphere in the 1960s is now advancing in a more radical form, and on a more programmatic basis, through the algorithmic architecture of social media. As the authors argue, this process will eventually lead to a new form of ‘infrastructural power’. (shrink)

As populations grow and arable land becomes increasingly scarce, large-scale long- term land leases are signed at a growing rate. Countries and investors with large amounts of financial resources and a strong agricultural industry seek long-term land leases for agricultural exploitation or investment purposes. Leaders of financially poorer countries often advertise such deals as a fast way to attract foreign capital. Much has been said about the short-term social costs these types of leases involve, however, less has been said about (...) the normative dimension of their long-term environmental impact. We therefore will focus on the likely impact such deals have for soil conservation, by (1) briefly introducing the basics of long-term leasing arrangements by comparing land leases to the renting of buildings, (2) explaining from a soil sciences perspective the difficulties in assessing the current value of an estate and in calculating the damages of soil erosion and degradation, and (3) show how difficult it is to incentivize the conservation of soil quality when one cannot sufficiently and cost-effectively valorize existing environmental capital and eventual future damages. Attempting to oblige tenants through contracts to invest in sustainable stewardship has limited potential when liability payments do not reflect true costs and are hard to enforce. (shrink)

Davidson’s epistemology, like Kant’s, features a transcendental argument as its centerpiece. Both philosophers reject any priority, whether epistemological or conceptual, of the subjective over the objective, attempting thus to solve the problem of the external world. For Davidson, three varieties of knowledge are coordinate—knowledge of the self, of other minds, and of the external world. None has priority. Despite the epistemologically coordinate status of the mind and the world, however, the content of the mind can be shown to entail how (...) it is out in the world. More exactly, Davidson argues, we could not possibly have the beliefs we have, with their contents, unless the world around us was pretty much the way we take it to be, at least in its general outline. We are thus offered a way to argue, to all appearances a priori, from how it is in our minds to how it is in the world. The argument is a priori at least in being free of premises or assumptions about contingent particularities concerning the world around us or our relation to it. From premises about the contents of our propositional attitudes, the argument wends its way to a conclusion about the general lines of how the world around us is structured and populated. Before presenting his own account, Davidson rejects received views of meaning and knowledge. What follows will combine themes from his critique of alternatives with his more positive account and how it deals with the skeptic. (shrink)

In both ethics and epistemology an important question is whether justification is a fully internal or a partly external matter. In view of analogies between relevant considerations in each area, I recommend distinguishing, as basic and independent subjects of normative status, (i) people and (ii) what they do. Evaluations of subjects, on one hand, and of their beliefs and actions, on the other, are less intimately related than is presupposed. This helps resolve internalism/externalism controversies in both domains. With the increasing degrees A.I.s and machines are applied across different social contexts, the need for implementing ethics in A.I.s is pressing. In this paper, we argue for a pluralist hybrid model for the implementation of moral A.I.s. We first survey current approaches to moral A.I.s and their inherent limitations. Then we propose the pluralist hybrid approach and show how these limitations of moral A.I.s can be partly alleviated by the pluralist hybrid approach. The core ethical decision-making capacity of an (...) A.I. based on the pluralist hybrid approach consists of two systems. The first is a deterministic algorithm system that incorporates different moral rules for making explicit moral decisions. The second is a machine learning system that calculates the value of the variables required by the application of moral principles. The pluralist hybrid system is better than the existing proposals as (i) it better addresses the moral disagreement problem of the top-down approach by including different moral principles, while (ii) it reduces the opacity of ethical decision-making compared with a bottom-up system by implementing explicit moral principles for moral decision making. The paper outlines critical aspects concerning the increasing use of big data in agriculture and farming. In particular, the aim is to shed light on the emerging dominance of the platform economy in the field of agriculture and food production. To analyze those power structures shaping this dynamic, we start with brief observations on the general relationship between digitization and agriculture and explain the platform economy, its general business model, and the proprietary forms of market power emerging from it. Subsequently, (...) we analyze the implications of the involvement of platform-economic companies in the agricultural sector. To do so, we critically examine several key examples that illuminate the strategies and ultimate objectives of those key tech players involved in this transition––particularly, two of the most dominant cloud providers, Alphabet and Amazon. Finally, we identify the main problems that can potentially emerge, and that can already be observed, from Big Tech’s involvement in agriculture and food production: (1) epistemic asymmetry (2) the erosion of privacy (3) potential harms to smaller farms and farmers, and (4) systemic dependencies on a monopolist data infrastructure. As we argue, these four dimensions are not only essential to take into account, but they also ultimately need to be responded to politically. From a policy perspective, to maintain data justice and epistemic symmetry, and to avoid the risks highlighted, we suggest––next to stressing the need for critical scholarship––to establish a democratically governed data trust, rely on open source technology, and fundamentally commit to the principle of collective data sovereignty. -/- Keywords: big tech, data sovereignty, digital farming, digital agriculture, surveillance capitalism, platform economy. In this article, we investigate how Big Tech companies have used the novel coronavirus disease (COVID-19) pandemic to increase their social, political, infrastructural, and epistemic power. We focus on four companies that were outspoken in their efforts to combat the virus: Alphabet (also known as Google), Apple, Facebook, and Amazon (GAFA). During the crisis, these companies evolved as adaptive entities that responded to the state of emergency by promptly rolling out various technological solutions, exemplifying what we call ‘pandemic solutionism’, that (...) is, the belief in the potential to solve the complex virological crisis of COVID-19 through the integration of digital tools. We identify the activities of GAFA in pandemic solutionism in five key areas that can be defined as the dominant realms of Big Tech’s involvement: (1) mapping COVID-19, (2) researching COVID-19, (3) tracing COVID-19, (4) treating COVID-19, and (5) managing COVID-19. In this context, we provide the first comprehensive overview of Big Tech’s multifaceted engagement in researching COVID-19 based on wearable technologies, which have been actively promoted as potentially beneficial tools for detecting the coronavirus since the beginning of the crisis. Additionally, through a critical mapping of the multiple activities of selected Big Tech players during the pandemic, it becomes evident how unexpected societal disruptions can lead to the increased dominance by these players. As we demonstrate, Big Tech companies have been able to present themselves as saviours capable of acting more promptly than the state, pushing pandemic solutionism and taking up tasks without being burdened by democratic deliberations. In doing so, they have manifested their infrastructural power, which frequently (such as with contact tracing) establishes the normative framework in which political and social actions take place. Dabei analysieren sie v.a. die zugrundeliegende »Sozialphysik des Anstoßes« und ihre implizite kybernetische Logik, um den so forcierten (behavioristischen) Subjektbegriff zu beleuchten. In diesem Konnex wird nicht nur dargestellt, wie das gouvernementale Unternehmen qua feedbacklogischer Programmatik die Entscheidungen, das Verhalten oder gar die Wünsche seiner Nutzer_innen antizipiert und auf (...) diese Weise indirekt ‚regiert‘, sondern auch, welche Konsequenzen die konsumtive Plattformlogik für das Politische selbst zeitigt. Letztlich zeigt sich, dass digitale Apparaturen entgegen dem insb. im Silicon Valley populären Narrativ von einer technologischen Neutralität keineswegs bloße Mittel, sondern zuallererst Machtinstrumente sind. Der Aufsatz diskutiert das Steuerungs- und Regelungsdenken zeitgenössischer neokybernetischer Governance-Ansätze (Pentland/ Khanna/ Noveck/ Thaler & Sunstein) unter besonderer Berücksichtigung früher Modelle politischer Kybernetik. Erstere werden dabei als Weiterentwicklung kybernetischer Staatstheorien charakterisiert, wobei insbesondere deren implizite kybernetische Grundannahmen problematisiert werden: Das Paradigma einer kontrollierbaren Freiheit, die Fixierung auf systemische Ultrastabilität und die Prozesse dynamischer, selbstregelnder Anpassung im Zusammenhang der anthropologischen Prämisse des Homo imitans, grundieren, so die These, eine umfassende „algorithmische Gouvernementalität“ und damit die Potentiale einer integralen Herrschaft. -/- In this (...) paper, contemporary notions of steering and regulation as they occur in neocybernetic approaches of governance are discussed. Accordingly, the focus is placed on earlier models of political cybernetics in particular. Neocybernetic approaches are characterised as a refined continuation of its earlier predecessors. One may argue that it is specifically the cybernetic premises, which they still rely on, that ought to be criticised. The paradigm of a controllable freedom including the aim of systemic ultrastability, which is based on the processes of self-regulating adaptation in light of the new anthropological picture of the Homo Imitans, gives rise to an encompassing “algorithmic governmentality,” and thus, one may claim, the potential for a new form of integral domination. En este sentido, la obra de Anders puede arrojar nueva luz sobre los medios organizados tecnológicamente del régimen digital contem-poráneo. El objetivo del ensayo es, por tanto, no sólo enfatizar la contempora-neidad del pensamiento crítico de Anders y destacar su avanzada comprensión de la tecnología en comparación con los representantes de la teoría crítica tem-prana, sino también utilizarlo para enmarcar una crítica frente a los conceptos neotecnocráticos actuales y, en última instancia, postpolíticos, como la “regula-ción algorítmica”, los “estados inteligentes”, la “tecnocracia directa” y el “gobier-no como plataforma”. In this critical notice we review Bozickovic's recent attempt to settle two interrelated issues: (i) the issue of the cognitive significance of indexical thoughts expressed at a time in the face of difficulties posed by cases in which the subject either mistakes two objects for one or one for two different objects; (ii) that of the cognitive dynamics of temporal indexical thoughts in the face of difficulties posed by cases in which the belief seems to be retained while the proper (...) adjustments fail to be made (that is, in cases such as Rip Van Winkle's). We argue that, despite its elegance and merits, the proposal falls short of accounting for the problematic cases in their full complexity. For one thing, the intended non-modal construal of Frege's Criterion of Difference promoted by Bozickovic does not block, in our view, the "proliferation" of senses brought about by the occasion-sensitivity of the individuation of demonstrative thoughts. For another, the proposal fails to appreciate the need for the subject to have an adequate conception of the object of her thought when it comes to orienting herself in space and time. That being so, we conclude that neither (i) nor (ii) is settled. (shrink)

The article introduces the concept of "surveillance-capitalist biopolitics" to problematize the recent expansion of "data extractivism" in health care and health research. As we show, this trend has accelerated during the ongoing Covid pandemic and points to a normalization and institutionalization of self-tracking practices, which, drawing on the "quantified self", points to the emergence of a "quantified collective". Referring to Foucault and Zuboff, and by analyzing key examples of the leading "Big Tech" companies (e.g., Alphabet and Apple), we argue that (...) contemporary forms of digital biopolitics are privatized, opaque, flexible, and not limited to the state. Instead, especially through the integration of wearable technologies, the biopolitical regulation of bodies is increasingly mediated by private tech companies. These companies rely on a questionable narrative of participation, responsibility, and care despite owning, and ultimately controlling, access to intimate health data and the proprietary algorithms mediating this data. The article shows that the proliferation of "surveillance-capitalist biopolitics" ultimately strengthens not only market power but also the epistemic and infrastructural power of the dataowning and gadget-producing firms. Finally, against an exclusively repressive and negative reading of biopolitics, and to effectively counter the forms of power emerging from surveillance-capitalist biopolitics, we propose four dimensions that are central to its democratizationnamely privacy/individual sovereignty, democratic deliberation, pluralism, and epistemic equality. -/- DOI: 10.1007/s41358-021-00309-9. The article critically investigates various approaches to “smart” governance, from algorithmic regulation (O’Reilly), fluid technocracy (P. Khanna), “smart states” (Noveck), nudge theory (Thaler/ Sunstein) and social physics (Alex Pentland). It specifically evaluates the cybernetic origins of these approaches and interprets them as pragmatic actualisations of earlier cybernetic models of the state (Lang, Deutsch) against the current background of surveillance capitalism. The authors argue that cybernetic thinking rests on a reductive model of participation and a limited concept of “the political” (whereby (...) the systemic focus is on adaptive behaviour, stability and self-preservation instead of antagonism and dissensus). This limitation becomes particularly articulate in the aforementioned neocybernetic models of governance, and is even intensified in the contemporary monopolistic digital infrastructure. (shrink)

Most of us are either philosophically naïve scientists or scientifically naïve philosophers, so we misjudged Schrödinger’s “very burlesque” portrait of Quantum Theory (QT) as a profound conundrum. The clear signs of a strawman argument were ignored. The Ontic Probability Interpretation (TOPI) is a metatheory: a theory about the meaning of QT. Ironically, equating Reality with Actuality cannot explain actual data, justifying the century-long philosophical struggle. The actual is real but not everything real is actual. The ontic character of the Probable (...) has been elusive for so long because it cannot be grasped directly from experiment; it can only be inferred from physical setups that do not morph it into the Actual. In this Part III, Born’s Rule and the quantum formalism for the microworld are intuitively surmised from instances in our macroworld. The posited reality of the quanton’s probable states and properties is probed and proved. After almost a century, TOPI aims at setting the record straight: the so-called ‘Basis’ and ‘Measurement’ problems are ill-advised. About the first, all bases are legitimate regardless of state and milieu. As for the second, its premise is false: there is no need for a physical ‘collapse’ process that would convert many states into a single state. Under TOPI, a more sensible variant of the ‘measurement problem’ can be reformulated in non-anthropic terms as a real problem. Yet, as such, it is not part of QT per se and will be tackled in future papers. As for the mythical cat, the ontic state of a radioactive nucleus is not pure, so its evolution is not governed by Schrödinger’s equation – let alone the rest of his “hellish machine”. Einstein was right: “The Lord is subtle but not malicious”. However, ‘The Lord’ turned out to be much subtler than what Einstein and Schrödinger could have ever accepted. Part IV introduces QR/TOPI: a new theory that solves the century-old problem of integrating Special Relativity with Quantum Theory [1]. (shrink)

Ignited by Einstein and Bohr a century ago, the philosophical struggle about Reality is yet unfinished, with no signs of a swift resolution. Despite vast technological progress fueled by the iconic Einstein/Podolsky/Rosen paper (EPR) [1] [2] [3], the intricate link between ontic and epistemic aspects of Quantum Theory (QT) has greatly hindered our grip on Reality and further progress in physical theory. Fallacies concealed by tortuous logical negations made EPR comprehension much harder than it could have been had Einstein written (...) it himself in German. EPR is plagued with preconceptions about what a physical property is, the 'Uncertainty Principle', and the Principle of Locality. Numerous interpretations of QT vis à vis Reality exist and are keenly disputed [4] [5] [6] [7] [8] [9] [10] [11]. This is the first of a series of articles arguing for a novel physical interpretation I call ‘The Ontic Probability Interpretation’ (TOPI). A gradual explanation of TOPI is given intertwined with a meticulous logico-philosophical scrutiny of EPR, with Part I focusing on the meaning of Einstein’s ‘incompleteness’ claim for QT: a conceptual confusion, a preconception about Reality, and a flawed dichotomy are shown to be severe obstacles for the EPR argument to succeed. Part II completes the analysis, proving EPR claim of ‘incompleteness’ for QT is fallacious [12]. Part III further develops TOPI, while scrutinizing the mythical ‘Schrödinger’s Cat’, as well as the ‘Basis’ and ‘Measurement’ pseudo-problems [13].
